He was first desk officer for the Maghreb, then Deputy Director of the AFD Rabat Office (Morocco), assigned to the World Bank headquarters in Washington DC as Task Team Leader in the Infrastructure and Urban Development Department (MENA - Middle East and North Africa Region), Deputy Director of the Mediterranean and Middle East Department of AFD in Paris, and Director of the AFD Cairo Office (Egypt) from 2007 to 2010. During his Symposium, Mr. Moulignat gave a comprehensive overview of Egypt's recent political history and shared his perceptions on the potential next steps in Egypt's ongoing political transition.
